I have 4 WD Elements external hard drives that are currently all USB 2.0. After removing the HDDs from their casings, could they be used with this?

as long as the drives encased in the WD Elements are SATA drives, they will be able to be physically used the Pegasus R4 unit. The USB 2.0 connector is a function of the WD Elements housing, and has nothing to do directly with the hard drives themselves, just as the Thunderbolt 2 bus is a function of the Pegasus unit.
Contrary to an earlier answer to this question, the drives used in the Pegasus unit do not have to be identical, if they are configured as JBOD (Just a Bunch Of Disks).
If you want to configure them in a RAID configuration, involving either mirroring (RAID 1) or striping (RAID 0, 5, 6, 10, etc.), then the disks should be identical.
