Can i set up Time Capsule as wireless hard drive only, and how ?

Yes, Time Capsule can share its internal drive to Mac and Windows computers (in technical terms: it supports AFP and SMB/CIFS protocols) even when using it as backup device for your Mac(s) at the same time.
Note however that a Time Capsule's primary function is backup device for your Mac(s), backing up data from Time Capsule can be done but is not as effortless as backing up a Mac to a Time Capsule.
If all you need is a NAS (network attached storage) there are better 3rd party devices available.- Answered by J A K M
