The answer is likely to be No. first you have to have an adapter to connect USB or other non apple devices to an iPad and then you have to have an application or software that specifically supports your "internet stick"

If by "Internet Stick" you mean "SIM Card", the SIM Card is used in iPad with Cellular models to subscribe to a data plan.
