The previous version of the remote was very limited with the iPhone. How is this remote different in functionality compared to the previous version?
The previous remote did not allow for menu navigation nor selection through the media categories. I am wondering if this new remote will allow navigation specific to the iPhone or if it is still just a play, pause, forward, backward, volume up and down remote.

The update to the Apple Remote is purely cosmetic and in terms of functionality it is in no way superior to the older Apple Remote.

Yes, it can be used on the 2nd generation 8 Gig. ipod touch, but only if you have a dock for it, and the remote will only work when the ipod is in the dock.

you'll need the apple dock (available separately) in order to use it with the iphone, this connects to your stereo and enables you to control your music remotely

I have the original remote. I have always been disapointed that it does not control the volume for external speakers. Is there a fix for this?
Mac book running snow Leopard with the original remote. Airport express connected for speakers. Remote controls speakers in Mac Book but not external.

No. I, too, have the Belkin Power Dock. If you read the Apple ad closely, you'll notice that it says that the only dock it will work on is the iPod Universal Dock.

"Compatible with Apple products introduced in 2005 or later that have a built-in infrared (IR) receiver."
So it will work on the MacBook Pro but not the Mac Pro (since it doesn't have an IR receiver) without an external USB IR receiver- Answered by Daniel E from Edinburgh
