I'm having trouble with poor video quality from iMovie. Will Final Cut Express be any better?

...sorta.
It depends on what you mean by video quality, and it depends on how you view or export your movies.
FCE has more tools for tweaking your videos, so you might get more "viewability" by adjusting your video. FCE also allows you more export options... it supports raw DV export and can also read back your video onto a MiniDV tape or back to your camera at full quality, iMovie 09 can not.
However, the primary measure of video quality will always be the camera you are shooting with (and your microphone). Exporting video from iMovie 09 can, indeed, reduce quality... in my opinion, the designers of the program crippled it a little bit. But that won't make any difference for a YouTube video, or even for the videos you burn to DVD, in most cases.
End result: If you're just making basic movies, in most situations FCE will not improve video quality and you should save your money for a new HD camera.- Answered by DB from Colchester

Can a mac mini handle this final cut express?
I am planning to buy a mac. However my aim is to run final cut express. I know imac is ideal, however as it is expensive, I am planning to buy mac mini. If the mac mini cannot handle final cut express efficiently, then I will buy an imac when I will get the fund (probably never). If the mac mini can handle final cut express, then I will buy the mac mini today.

All the reference seems to be to iMovie 08. Will it also work with iMovie 09?
I have just bought a MacBook Pro which has iLife 09 and I've imported stacks of video using iMovie 09. I'm concerned whether FCE4 can use all this video as even the main apple site seems to refer to iMovie 08 content being useable with no mention of 09. I really don't want to have to start again if possible. Thanks

Is Final Cut Express compatible with .tod and .mod files from JVC camcorders?
I own two JVC camcorders - one standard def and one high def. iMove 8 does not appear to support either. I am prepared to buy Final Cut if it would support both.
Thanks,

What formats and resolutions does FCE4 support when saving/finishing a project?
I see that even AVCHD, and a host of other formats, are supported for importing into a project. However, I am concerned about what formats and resolutions are supported for saving the final project. 1080i? 24fps
