Is it correct that MINI IPAD CANNOT insert mobile phone sim card?
If I want to send text or call through MINI IPAD, did the mobile phone SIM CARD can use instead of using the normal mobile phone.

Yes. Apple says.the 3G antenna inside the iPad is a world antenna. This means that it can be used all over the world by purchasing a local Sim card. Please remember that this is 3G not 4G. 4G LTE is only available in North America (United States and Canada). the iPad will automatically switch to 3G if 4G LTE is not found where you are.

All iPads come without a contract. in fact there is no contract to get wireless data. you only pay for data month to month. you can cancel at any time, or change your plan at any time. be warned though, when you start your data plan, you have to cancel it when you are done, or else it will auto renew.

Does the wi-fi ipad have GPS (not just using wifi to determine location)?
Also, can the 4G ipad use GPS if you don't get a 4G plan (unassisted GPS)?

The other poster is wrong GPS is builtin to the iPad 2 3G. I have an iPad2 w/3G which I got specifically for the GPS Functionality. I do not have a data plan for the device. So with data disabled and no wifi, out in the boonies, the GPS works just fine. the iPad 2 with wifi only does not have the GPS functionality, as it requires the phone chip. I am not sure if the same is true for the iPad 3 but I would assume so.

You will need the cellular version. Trust me, it's worth it.
The iPad 2 cost only $529 USD for cellular.
The iPad 4 cost $629 USD for cellular, but also has better signal and also now comes on sprint.
The iPad Mini cost $459 USD for cellular, but also has better signal and also now comes on sprint.
Those are all the prices for the 16GB but you said surfing the web and stuff so that is enough.
Then depending on your provider the monthly or yearly fee will differ.
Trust me I would go with the iPad 4 because you sound like you might want to be able to read it and on the iPad 2 it is slower on the internet and harder to read.
Plus the bigger screen is great.

You have a contract.
The thing is that you can get it and if you want to use 4G LTE than go to the settings click cellular and turn it on. You will have to pay a monthly fee but no contract. Also if you get it on AT&T I think you have to call them to get Unlimited Service. But Anyways you don't have a contract you pay month to month. This is called tethering and yes your iPhone 4s has this capability built into it (so did the iPhone4). However, The Cell Phone companies (at least both Verizon and ATT) want money to enable this feature on your iPhone and then potentially charge you differently for the data they provide through tethering versus the data you use directly on your iPhone. I say potentially, since Verizon just came out with new shared data plans which may allow you to intermix direct data usage with shared data usage, though I suspect they still charge to enable the tethering feature.
Short answer: yes you can do it, but check with your cell phone provider on any extra cost to do so.- Answered by Mike D from Newark

You need to shop for any service providers that provides wifi or get to a shopping centres in spot of Free wifis. If you have a personal hotspot for yourself (like Android, iPhones, Blackberry and etc.) Use it if possible. But data usages applies. Hope it helps!
