is the strap velcro and does it come right off on one end so I can strap it around headrests that don't come off the seat?

Yes. Has been using the product for closed to a year on my Hyundai Tucson. And has gone thru many bumpy roads as well. This item has been sticking to that position like you put a cement there.
Do not worry, the strap-around thing make it very very stable.
