    No, it's not a modem as such, but it is a wired and/or wireless router. You would still need a modem if required by your particular type of service. If you are currently using a modem, with your current service, the Airport Extreme Base Station would be between your modem and your computer(s)/lan. You would connect an ethernet cable from the modem to the wan port on the Base Station. Typically, you would put the modem in bridged mode, i.e. the public IP address provided by your ISP would pass through the modem with NAT being provided by the Base Station.
