Is a macbook air powerful enough to run this program? Does Adobe offer a direct web download from the adobe site since airs do not have a drive?

I've used Photoshop CS6 on my mid-2011 MacBook Air (13.3-Inch) and it runs very smoothly, noticeably faster than Photoshop CS5. 4GB of RAM is more than enough needed for most everyday tasks, though if you're planning on working with 300MB Photoshop files I would depend on a desktop for those jobs.

The application requires a minimum of 2GB Ram and 8GB is recommended. Since Air has only 2GB or 4GB you would be on the low end and could experience slow operation for some actions. I personally use it on a MacBook Pro with 8GB Ram and a Mac Pro with dual processors and 32GB Ram, and there is a noticeable difference in speed between them particularly for some Photoshop actions when editing large files like RAW images that need a lot of memory.
I think Adobe has downloads but I don't suggest it for this since the files are about 10GB. If you go to an Apples store they could install for you at the Genius Bar using a USB Superdrive, that would be a lot faster.
