if i load all my films and music to the timecapsule, can i then stream them to my apple devices?

The hard drive in the Time Capsule can be configured as a generic Mac volume, much like an external hard drive connected to a Mac would be. It does no more than any generic Mac volume on your network.
The larger question is likely whether you have software that will do what you want. For example, if your iTunes library is stored on the Time Capsule hard drive, iTunes won't do any more or any less than if your iTunes library was on your Mac's own hard drive.
