I will soon be traveling in Europe. Is my 2nd generation Ipod touch dual voltage? Can it be plugged into a 240 volt outlet to charge without damage?

It's not the iPod Touch that needs to be Dual Voltage; it's the charger. If you've got good eye-sight you can look on the charger to see the voltage range. Output of a USB charger will always be a standard voltage.
