    You don't technically need a Time Machine (central drive) to do this. Simply connect both the computers (MacBook Air and your Old PC) to the network and enable file sharing between them.

    Once this is setup, you can transfer data directly from the PC to your MacBook. Moving your iTunes Library does present some challenges. Be sure to read up on techniques for moving your library while keeping your playcounts, playlists, and ratings in tact. (it is not as simple as copying the files to the new machine).
