Can this cable be used with non apple chargers?

I have a Belkin car and wall charger and the cable for it has malfunctioned. Will this cable work with these products?

    Yes, my phone came with a Pantech multi-functional charger, so what I do is i plug in the cord that came with my iPod touch (4th Generation) Into that charger and it works perfectly fine. I'm also starting to think it charges faster than when I plug it into my iMac.
