I think the answer is yes and I will explain. You wanted to make a file server for a small office.

I wanted to make a file server for movies at my apartment. Pretty much the same thing just files will replace your movies.

After you set up the wireless network you will see the Time Capsule in the finder. You can click on the time capsule and access the data in the drive. This allows you to add files, open, change, and delete them.

Anyone with the wireless password and time capsule password can access this like a server.

I wanted people to access but not be able to change the data.

Then there are guest network settings which creates a second network with a different password. There are settings under access to allow "Read Only" or "Read and Write" privileges.

I think that having the guest network with "Read and Write" privileges will work as a small file server for your office.
