Can the TC be shared by mac and pc or is it one or the other but not at the same time?
I have a pc and mac. I would like to know if I can use the TC as an external hard drive for both at the same time.

As long as both computers meet the requirements for accessing the Time Capsule, both will be able to use it.
You might almost think of the Time Capsule as a separate little server all on it's own: It allows access between 2 different networks, acting as a gateway/firewall/etc. On top of that, it hosts both a printer and disk space. You are not restricted to using the disk space strictly for backups, as you can access the space across a network (via Mac or PC) and place arbitrary files on it.
That said, I've only just picked one up and so far I have not seen any option to repartition the disk space. Time machine also places configuration files in the root directory, so I'd suggest making your own sub-directory and using that for your non-backup items, or risk accidentally cleaning up something important to the backups when you clean up your own files. For myself, I'm just now starting the PC backup to it using 3rd party software.
