Can I use the TC to act as the Time Machine back-up for two mac laptops (ie mine and my wife's) in the same house at the same time?

    You can back up two computers on the time machine. However, backing up both "at the same time" - running back up simultaneously - was rather slow for me, causing higher chance of failure. I would back up one then the other.

    Yes you can back up as many machines as you wish at the same time. If Time Machine (the software on your Mac) is configured on each machine to use the same Time Capsule to back up to, it will automatically negotiate the best times to do this. The latest Time Capsule for sale is the most efficient at transferring data and as such is a great solution for what you are wishing to do.
