You don't need one. The iPhone charger does not differ between US, UK, Australia or the Phillipines. The plug does.

I'm not sure of the type of plug used in the Philippines, but the brick has a input rating of 100-240V A/C at 0.45A current draw.

If your iPad power adapter supports 220v then you can charge any of your iPhone, iPod touch and iPad. Because I used my iPad charger to charge my iPhone in Bangladesh where volts is 220v. Hope it goes same with you as well.

Even though the Philippines is 220 volts, most outlets have the US style flat prong socket (two prong style) or a dual flat/round socket, so you need no adapter, just plug your charger in!
