Does the computer have to be turned on and connected to the internet for it to be found?

Yes, if your Mac is stolen it does have to be turned on and be connected to the internet so it can contact the lojack monitoring center at least once in order for the recovery team to locate it and give that location information to police so they can recover it.

Yes, it does. Although, logically, what is the use of buying a computer and not turning it on. As to being connected to the internet, I've had a friend who used this system and the computer will check for updates on its LoJack service without being told to connect to a wireless network. So, if there is an unprotected network in range, the computer will automatically update itself.
