If you mean can you open saved work created though the PC Version of office on a MAC then the answer to that is Yes. (This includes the 2008 PC Version as well as previous versions of office).
If your question was can you install a PC Version of office on a MAC then this is no unless you have a a copy of windows on your mac (Bootcamp etc).

No. you must have the user save it as a .doc file and can be opened if you have MS office. I have not been able to open any Works files on my MAC

Unfortunately, you can't. Microsoft doesn't make Microsoft Works for Macs. They only offer Microsoft Office.
