As any device (including the iPad mini) draws power, instead of it being pushed to it, there is no difference is charging an iPad mini with either the supplied adapter, or the 12w adapter, apart from a shorter charging time. The iPad mini has been designed to charge at a 12w rate, as well as any lesser rate.
