Will this adapter allow the iPad (4th generation) to work with USB devices, such as a USB audio interface, and will apps be able to use such devices?

In the specs it states that audio and video connections not supported so no. You would need a usb to 1/4" jack(the thing that goes INTO the top left side hole) converter.
