If I have an external HD connected to my laptop via firewire or USB, can I backup only selected folders located on that HD using TC ?

    Yes, you can have it backup only selected folders.

    Go into Time Machine preferences and exclude the folders that you do NOT want Time Machine to backup from the external firewire / USB drive.
