is there a way to remotely access time machine to either backup or restore?

If you mean "remotely" as in over the Internet, I don't believe this is possible. There are features such as Back to My Mac that allows you to connect for file sharing however backup and restore aren't a feature. Also imagine how long this would take! My Backup is over 200GB, over gigabit ethernet it's not too bad to wait for my files to be restored, but over an uplink Internet connection you're better off traveling home and doing it.
