Can I access the hard drive on the TC through the USB and not the wireless connection in the event of wireless problems?

I don't think the USB can be used this way. But this is also a wired router (3 ports). You can always plug an Ethernet cable into the Time Capsule to get at your data that way.

You can simply unplug the USB drive from the TC and plug into whatever system that needs the files from it.
