Can I set up two completely different networks with just one airport station?
My mom wants to have her own network to use for her work.

Yes. You can set one network as "protected and secure" and leave the other either unsecured or secured by a different passcode. You can then say whether or not to allow the second network access to the devices on the USB port like a hard drive or printer.
