does the magsafe power adapter have to be plugged into an outlet to work? or it is able to be portable and charge my laptop without being plugged in?

Yes, This MagSafe power adapter can only charge your MacBook/MacBook Pro when it is plugged into an outlet. This is not an external battery pack.
