    Yes.

I upgraded directly from 10.4.11 to Snow Leopard. In my case, I installed Snow Leopard to a fresh partition. During install, the installer searched for other partitions with an OS on it, and then asked if I wanted to import OS settings, apps and/or files. I said yes to all. Afterwards, I had a Mac that could start up from either OS 10.4.11 or OS 10.6 by pressing the option key during start up. This was handy for some third party utilities and some printer and scanner drivers that needed OS 10.4.11 until I could find updates for OS 10.6. Once satisfied that everything is working correctly you can, if you wish, delete the old partition since the installer should have copied all apps and files to the new partition.
