Is the VGA output on this cable Male or Female?  Also does it *require* the iPad Dock or can it be plugged directly into the iPad?

    The VGA connector is female (equivalent to the VGA port on a laptop, connects to most monitors with a cable that's male at both ends). It can be plugged directly into the iPad (but note: it's too wide to be plugged directly into the iPhone if it is in the the Apple Bumper).
