Is this just like a regular charger just uses less power

    It is slightly different from a regular charger in that it will cautiously start charging, flashing amber if there's a problem. A regular charger will often blast away with power regardless. This charger will also detect when the batteries are full and stop. Many inexpensive charge just keep pushing power into the cells for hours and hours, even if you put fully charged batteries into them.

    There are other chargers this smart, but most are not. A smart charger will provide longer battery life; a common charger may damage batteries and reduce life.
