Will having a printer in the USB port of the AirPort Express allow me to print?
I have an HP printer that is not AirPrint capable. The printer does have wireless capability as I can print using my laptop PC but not my iPad or iPhone. If I hook it up to the USB port on the AirPort Express will I be able to print from my iPad or iPhones?

No. At this time the manufacturer must configure a printer for AirPrint. Unfortunately, that means buying an entirely new printer.

Yes. I have an older HP laser printer connected to the USB port of an airport express and it allows me to print wirelessly from my iMac to the printer. I did have to configure the airport express to function this way and it is dedicated to that printer only.
