Can you use the Apple Remote with the Mac Mini as you navigate through webpages?
Instead of using the keyboard and mouse with the Mac Mini, can just the Apple Remote be used to surf the web?

The Apple Remote contains only six buttons used to control media playback. So no, you will not be able to browse the internet with this remote by itself. You can, however, control movies and music from your sofa, which is a really nice feature to have. There are actually several third party applications that will allow you to expand the features of the remote, and utilize other, third party remotes as well. Those applications are available online, and may have fees associated with them.
