Yes: you can choose to use this as an over the network Hard Drive and even set it up to be accessible over the internet.

It can be, but you would need an ADDITIONAL external hard drive that backs up your internal hard drive AND the Time Capsule. Basic rule: if your data doesn't exist in TWO places, SIMULTANEOUSLY, it is NOT SAFE.
