Yes.
In Time Machine preferences, you are shown a list of all hard drives, internal and external, connected to your computer. You can select which ones you want to back up using Time Machine, in this case, to your Time Capsule.
I have an external hard drive for extra memory, and I am able to back it up to my Time Capsule.- Answered by CK from Deerfield

My understanding is that if you specify additional drives then time capsule can see them but you can only specify one disk at a time to use as backup.

If you're asking about external drives connected directly to the TC (via its USB port), then I'm not sure, but would think you could ask Time Machine (on one Mac only) to back up that drive to the TC. The data would likely go across the network twice (via your Mac - I doubt the TC is smart enough to transfer it via USB only, automatically). Might be slow if your Mac is not connected with a network cable (preferably gigabit ethernet).
As other posters have said, Time Machine will back up external drives connected to your Mac, if you specify them.
Please correct me if I'm wrong (just got my TC today!)- Answered by JR from Toronto
