It can be used both ways. When configuring AirPort Extreme through AirPort Utility, it will ask you how you want to add this device to your network. You can choose to have it setup as a new wireless/wired network. Or as a extension of your existing network (to be as a switch). It works with both other AirPort family products and other brand named routers. I have just set one up yesterday as a switch to work with a Netgear wireless N router. It worked beautifully without any problem.
