Can the Wireless Keyboard be configured to use Dvorak on the iPad?
I'm not talking about changing the keys, but rather in some way such as one can do on an Apple computer through System Prefernces.

Yes it can. If you go to settings then select general after that tap international then select keyboards. Now you just have to scroll down to where it says "choose a hardware keyboard layout" then select Dvorak and your wireless keyboard will act as a Dvorak keyboard instead of as a qwerty keyboard.
