Does the bottom of the mouse have felt strips or some other type of fabric instead of just plastic?

The black strips are hard slippery plastic, not fabric - ignore the answer which suggests that they are fabric.

No. They are plastic strips. The mouse is constructed out of aluminum with a clear piece of acrylic plastic on top. The bottom has the laser in the middle and two black plastic beams that keep the mouse off the tracking surface.
