Can I use a mini DVI output on a MacBook to mirror the desktop in a Windows environment when using Boot Camp? I am running Windows Vista Ultimate.

Yep. Sure can, you can also use it as a mirror or second display in OS X too. If your Mac supports it, Windows will. I personally use mine with VM to run Windows on one screen, OS X on the other. Your choice :)
