Yes you can. Open iTunes, connect your iPad. Along the top of the iTunes prograam on your pc, click on the right side where you see iPad, it will bring up a summary of your iPad. Again along the top, click on "Photos", then you can choose to sync from OS of your pc either all or selected folders.

yes, by using iPhoto. go under your iPad's "profile" when you sync it on to the computer and there should be a tab on the top about photos. or you could just do iCloud
