    The 12,000mAh rating is measured at 3.7V, which calculates to 44.4Wh. With the 5V output and 44.4Wh of power, usable capacity is closer to 8,900mAh (ignoring all resistance etc.). It seems all manufacturers rate their products similarly.

  • No, mAh or milliamperes per hour is a measure of how much current can be drawn over a specified period of time(usuall 1 hour). Quick example, a device draws 4000mAh while charging, a battery rated for 4000mAh will deliver this for 1 hour. A battery rated for 12000mAh will provide 4000mAh for 3 hours give or take.
