Yes, hipKey does work without a mobile signal. The reason is that hipKey communicates with iPhone or iPad via Bluetooth Smart (Bluetooth 4.0).

I'm sure it does, since it uses bluetooth rather than mobile signal. You only have to be within bluetooth signal reach...
