Does this product work with the iPad Mini ....? Is that's what's meant by the "new IPad?"

No, By new Ipad they mean the 3 generation Ipad. It was coined "The New Ipad" by Apple at the announcement. The Ipad mini is the ipad mini.

No, these are fitted for the regular size iPad. "New iPad" was the official name of the iPad 3rd gen which was released in March.
