Can I make colored borders of specified sizes and colors around my photos. Can I change the sizes and colors of these borders and the photos?

I have just bought a MacBook Pro. On my old laptop I had an old version of photoshop but don't want to buy the new full version of photoshop because of the cost as I don't use it much. I am an artist and sometimes create jpeg's of prints of my paintings which are then printed onto canvas (by a printing company). I need to have these photos saved in a high resolution at the exact size. These are then wrapped around a frame, hence the need for a colored border. Is this possible with elements?

    Yes, and it should be done in the exact same way that you did it in your other version of Photoshop. While Photoshop Elements doesn't share all of the features of it's bigger brother, it has most and should be able to do everything you need in this respect.
