The Escort Live iPhone app is currently only available in North America. If your iPhone is registered outside of North America then you will not have access to it in The App Store. The SmartRadar detector itself will detect all radar and laser frequencies used in Brazil but you will need to use the Escort Live app along with it to display and control the SmartRadar detector.
