Will is work as a direct connection between the iPad hdmi output and convert the digital signal to VGA analog out that will work on a projector?

I'm looking for a way to convert a iPad 2 digital hdmi out with the apple cable directly to a projector with VGA input without the apple TV.

    Yes but wouldn't it be easier to just get the iPad vga adapter instead of having to go through hdmi to get to VGA
