Does it require a data plan to function?

I'm considering getting this for a gift for someone who's adamant about using the majority of his apps when connected to WiFi in order to avoid charges for data usage. Does this gadget require a WiFi connection or data usage to function?

    You don't need a data plan for the radar detector portion to work, but a cellular data plan is required for the Cobra iRadar app to fully function. (With a data connection, it allows you to tap to report live police activity at your current location, and to receive other similar warnings created recently by other iRadar users.) Without a data connection, you're not really getting much benefit out of the whole point of linking the iPhone and a radar detector together.
