Is it usable without purchasing the service? Will it fit all collars? (Width)

Tagg -- The Pet Tracker uses cellular networks to communicate your pet's location and alert you if they are no longer where you expect them to be. Unlimted use of this serivce is only $7.95 a month. The tracker was designed to fit most standard, flat pet collars, which are typically about 5/8" up to a bit wider than an inch. Tagg is recommended for just about any collar material except metal as it could interfer with the antenea performance.
