The device cannot operate without a monthly service fee because it uses a cellular network to transmit the GPS way-points. Think of it like a mini cell-phone. However, unlike a cell phone, PocketFinder doesn't require a service contract, so you can keep the device de-activated and only turn on your account when you need to access the location information. You'll still be billed for the month of service, but you don't have to keep the device turned on all the time.
PocketFinder does work outside of the US, but you'll need to notify customer service that you need international service. The fee for international service is higher than the standard monthly fee.- Answered by Gregory H from Irvine
