Does this work to find luggage that has been lost by an airline? If the luggage is indoors in a baggage area, will the GPS still work?

Yes. I use a PocketFinder on all my trips. In most airports it can connect with the GPS satellites from in the terminals and onto the plane. It's great boarding my plane, sitting down, looking at my iPhone and seeing that my checked bag is on the plane! Remember to put the device into airplane mode before taking off or you will loose battery power with the device searching for a network connection during the entire flight just like your cell phone will.
Sometimes it will locate on the way to the baggage area but not in the baggage area due to being underground or under a structure so that it can't connect with enough satellites for an accurate connection. Hope this makes sense.
