does the remote control allow for fast forwarding and rewinding of a track using the ipod nano - no pc hook up?

Yes it does allow you that. All nanos except for 1st gen.

It does successfully fast forward and rewind when you press-and-hold. This is my experience with a docked iPod Touch, and I assume the nano would function likewise.
