There is no upgrade path available from FileMaker 7 to FileMaker 12. You will need to purchase a full license for FileMaker Pro 12.
FileMaker Inc., currently offer upgrades to version 12 from versions 9, 10 and 11. Version 9 support ends on September 27, 2012.
However, once you have done so, you can upgrade the files from the FP7 format directly to the new FMP12 format. Once that is done, you can start to update your files to take advantage of all the new features in versions 8, 9, 10, 11 and 12. You have a lot more functionality!- Answered by David H from Leichhardt
